Litang's horse racing festival is the grandest event in Kham.
Tibetans in Yunnan have their own festivals, held according to the Tibetan Calendar.
The Tibetan Calendar is extremely complex, with many missing and duplicated months and days. The calculations here follow the paper by Swante Janson https://www.yunnanexplorer.com/bibliography/publication/jansonswante/ Be careful and check the exact dates of the festivals before setting out.
In recent years, the festival has not been held due to previous disturbances. However, at around the same time inofficial horse races are being held near other Kham towns. You will have to ask around and then just go with the rumours. Western tourists are reasonably well received at these events.
This is not Yunnan, so things are just a little harder.
